FORECASTING & FINANCE

Budget forecasting: defend a number with its reasons

Budget forecasting with TIMi estimates how a spending or revenue line will evolve, to secure a planning exercise in the private or public sector, and shows the factors behind the forecast.

Line by line

Forecast one budget line or many, with the same method.

Structural factors

Demographics, activity and known decisions are inputs.

Explained forecast

Each forecast comes with the factors that justify it.

HOW IT WORKS

How budget forecasting works.

Three steps, in one engine, on a standard server with no cluster.

1. Prepare the data

Anatella gathers the history of the budget line, the structural factors that influence it (demographics, economic activity, headcount) and the decisions already known (regulatory changes, new schemes), then structures them into variables.

2. Build the model

Modeler projects the evolution of the line from historical trends and the factors identified as influential.

3. Forecast and explain

Each forecast comes with its factors, such as a structural trend or the effect of an identified demographic or regulatory factor, and not only a projected number.

HOW IT DIFFERS

Budget forecasting is not cash flow forecasting.

Both are about money, over different horizons.

Structural factors, not due dates

Cash flow forecasting covers short-term flows (receipts, payments). Budget forecasting covers the evolution of a line within a broader, often annual or multi-year, planning exercise, with structural factors rather than immediate due dates.

Public or private

The modeling principle is the same. The variables differ: demographic factors for a public social budget, activity factors for a company budget.

Add known changes

A change that is already known and dated, such as a reform, can be added as an input to adjust the projection from its effective date.

EXPLAINABILITY

A budget says how much. The factors say why.

A budget forecast alone gives an expected amount, not what justifies it. A white-box model shows the factors, so planning teams can justify a budget in front of a management team, a board or a deliberative assembly, with verifiable arguments instead of an imposed figure.

For finance and planning teams

A gap between the voted budget and actual outturn can be anticipated and explained upfront, instead of being observed afterwards.

For stakeholders

A public or institutional budget based on documented factors is simpler to justify and to have approved.

For model owners

Modeler’s built-in Drift Report shows when a model loses accuracy, so you update it when needed instead of on a fixed calendar. Review the model at each planning exercise.

DATA

What data a budget forecast uses.

Anatella connects to more than 80 sources, so this data can be gathered without prior custom development.

Budget line history

Over several fiscal years.

Structural factors

Demographics, economic activity, headcount.

Known decisions

Regulatory or organizational decisions, already known or to come.

Sector or territorial context

Data specific to the sector or the territory.

PROOF

A public budget reference.

Our published reference is a public budget. We do not yet have a customer story on a corporate budget.

FAQ

Common questions.

Does it apply to a public budget as well as a company budget?

Yes, the modeling principle is the same. The variables differ depending on the context: demographic factors for a public social budget, activity factors for a company budget.

Can it include an upcoming reform or regulatory change?

A change that is already known and dated can be added as an input to adjust the projection from its effective date.

What horizon is the most reliable?

A one-year horizon is usually the most reliable. A multi-year projection remains possible, with growing uncertainty as the horizon moves away.

Do we need a long history?

A history of several fiscal years improves precision, especially to capture structural trends rather than one-off variations.
